Achieving communism is still the stated goal, at least. The theory is that China needs to pass through its capitalist phase before it can transition to socialism, so the CPC is trying to use capitalism with heavy guard rails to build up its productive forces and make the transition gradually.

I agree. But there was a reason Marx thought socialism would take hold in advanced industrial economies first. I think China took that seriously, learned from some of the mistakes the Soviet Union made, and concluded that they couldn't just bypass capitalism entirely.
