Reliance Way is on the wrong side of Cowley Road to need to be an LTN. It's a cut through to nowhere unless you're walking or on a bike or scooter. You could loop back out of Saunders Road in a car but nothing else.
Unfortunately my suggestion of "mostly traffic-free cycle route to city centre" has not (yet) been added to the listing (but of course, proximity to the ringroad and distance to major motorways was there from the get go).
Yes, it is indeed unusual for suggestions to be simply taken up. In usual circumstances it's necessary to gather a group of supporters of the suggestion(s) & to campaign for adoption of ideas for what can be done. I've seen a few one-person campaigns & they usually don't get far, unfortunately.
