What happened is the producers looked at the comedic aspects of season 1 and wanted to go in on that, but they didn't understand how Lynch used comedy to contrast the really dark parts. So S2 ended up with banal, weightless chaff. They thought they could do Lynch without Lynch, but were very wrong.

Lynch tried to salvage it with the final episode which finally brought us to badly needed weirdness, but it was too little too late. Season two has about 20% essential plot and 80% chaff. When Lynch didn't direct, and some third-tier writer wrote the script, it's just terrible.

Keeping the killer a secret was the engine that propelled the plot for all the Lynchian weirdness. After the BOB reveal, it went WAY downhill. The side plots were stupid and sucky. The network wanted to jump on the comedic parts of Lynch, but they didn't understand it in the first place.

I just did a TP marathon: both seasons plus FWWM. I hadn't seen the show since the 90s. S1: just 8 episodes (!), and mostly holds together due to Lynch's directing. S2: 22 episodes (!!) and they reveal the killer in episode 8! Such a bad idea, that.
