I think the problem is the electorate, broadly, just was unhappy with costs and wanted any change to try to alleviate that problem and is willing to overlook anything else for a period of time until it becomes clear the change they wanted isn't working. And it just hasn't been enough time yet.

This was inevitable. Pressure from on high to hit arbitrary quotas is never effective policing. It always leads to the easiest path which is to harass in quantity with low effort dragnets that are ineffective at best and injust and destructive at worse.

No, it was about money.
It's was about the control of the oil and gas pipelines and the warm water ports. Both are important for Putin to maintain control of the money supporting his regime. He also likely believes Ukraine isn't an independent country and was one of the crown jewels of USSR.

Countries joining alliances they choose themselves is none of Russia's concern and they get no say in it.
Maybe if Russia was a good country other countries would want to partner with them. But they aren't. They invade their neighbors so it makes sense other smaller countries fear them.
