She doesn't mention cloture specifically. But I think it's clear what Pelosi is saying here. And I think her saying it is a pretty big deal.

I have to say: Chuck Schumer is a weak man and a fool. This was the one cudgel Dems had. Now it's up to the courts which we new from the beginning were at best going to slow some things down. There's 18 hours left to somehow bring additional pressure to bear. It will be really hard to do that.

I truly hope that one silver lining we take from this coup is that voters begin to understand that when you vote for president, you’re not just selecting one person. You’re selecting all the judges they’ll appoint, and the entire cabinet.
