A judge cannot block the Trump administration. They can only issue orders and rulings. The administration gets to decide whether or not they will comply.

A judge can say "I order you to stop" but so far I don't see anyone so much as checking for/reporting on actual compliance.
I see people cheering this or that "temporary victory" as if it's some great win, yet to my knowledge, nothing has actually CHANGED.
