Well, there's the Privacy Act. I can't even imagine what someone could have claimed to meet the threshold that Musk had "need to know" that much personally identifiable information (PII).

We don't have an effective way to combat, or even identify, structural violence, because it's so woven into the fabric of how our society works. We just accept it as the way things are.
It's deeper than issues of the rule of law. Structural violence is typically legal, because, who makes the laws?
