I think "Risk of loss through eminent domain" would really depress prices on those properties too. We could even add in "confiscatory taxes on the resale of resold parklands" so that there wouldn't be any profit in flipping said properties.

Using an AI to determine tariffs explains perfectly why: 1. The regime levied tariffs against countries that DON'T EXIST (uninhabited islands) 2. The rates are based off of a simplistic calculation (Can't do analysis that isn't already published; articles about your tariffs don't exist yet.)
