Michigan was the first state to propose eugenical sterilization (1897), but forced sterilization laws didn't find firm footing throughout the country for a few years. By 1935, most states had some sort of sterilization law.

Absolutely--there is a long historical sense that developed in the 20th c that the US was a land of greater possibilities for autistic people (for diagnosis, integration, and acceptance) if not completely realized. I fear that this trend may end with this new regime.
