Typically it’s based on circumstances like no forced entry, neighbor reports of shouting etc. Not having a perp is also what they will say so early in the investigation.

For those that don't get the joke:
Robert Dahl and Edward Tufte were very well known professors of Political Science at Yale (Dahl was a Sterling Professor, Tufte was also a statistician).
They co-wrote an (excellent, if incomplete) book called Size and Democracy.

I'm far from immune to this bias and the world is full of inequities and injustices -- but the solution to the "problem" described here is to not have slept on reporting the wins in the first place.

We missed opportunities to point out how actually a lot of things were great! Maternal & infant mortality! Literacy rates! Auto safety! Jobs!

There were lovely celebrations there for his 200th birthday and a Frederick Douglass week every July.
