路易斯安那的税改翻译一下就是：原来不需要交个税的穷人现在不管收入多低一律要交3%；同时穷人消费支出占比高，提高销售税其实也是增加了他们的税负。
而有钱人一方面个税降低了；同时企业税也降低让企业主（通常是高收入群体）的利润也增加。
川普的政策也是这样的，他是想在联邦层面降低甚至取消有钱人的个税和企业税，同时提高关税（也是一种销售税）——联邦税中的个税穷人本来也不需要交的，所以降低或取消个税主要是惠及高收入者。
这不就是劫贫济富吗？税收本来是为了调节分配，现在成了他们敛财的工具。
