Held as illegal are held in private prisons. These private prisons make a ton of money ( billions) from ICE detention contracts. Congress ( during Biden years) has appropriated $2.9 billion to hold 34,000 people for/ in ICE detention every day..

From things I’ve read, not yet taking from prisons and jails in think that requires more paperwork and a host of other problems. Prisons make money from states and federal for each person detained in their facility.
