You can read the subtext of his statements by flipping Europe to US and inverting the sentiment. US will not contribute to Ukraine. US will not lead on Ukraine. Ukraine is not in US defence perimeter. etc
It's a lot of words aimed to blame others while admitting that the US plans to back down.

Malwarebytes it's a good free anti malware program that can be worth running as it will pick up annoying things that aren't technically viruses.
Look in task manager for programs that are using CPU/memory. Chrome is often a bloaty offender
