Unpopular opinion (among some urbanists): The author is right. High-speed, battery-powered bikes are a menace in bike lanes. They're dangerous for those biking slower, and they deter some people from biking at all. Who wants to ride with their 5-year old while someone zooms by at 28 mph?

No doubt traffic is bad in Galway- our roads are badly managed which makes them dangerous for many and inefficient for others. Note that Waterford and Cork, the two worst cities in this survey, are both bypassed. We need low traffic streets, good for tradespeople and for people who want to cycle.
