I've made quite a few complaints to the police over here for vehicles with LED headlights that are too high. I have a bilateral eye condition that has me wearing 'transition' glasses to greatly reduce glare and bright light. They cannot work for excessive light from LEDs at night.

The problem with such blackouts is it is only an extremely short 'glitch' in the statisitics, quickly recovered.
People still need to buy; whether that is groceries, fuel or other consumables. Yes, they are likely not to go the day of the blackout, but they then have to go in the days that follow.

1. You are allowed to peacefully assemble under law.
