So, I figured it out. Elon Musk wants to absolutely demolish capitalism and replace it with Anarcho Capitalism where each large metro acts as it's own city-state with an overly oppressive government. Certain incomes below what they deem worthy would be jailed, or used as slave labor.

The Medicaid work requirement is a double-edged sword to the poor. For ONE CHILD, this country's average annual childcare is from $15,000 to over $25,000 yearly, depending on where you live. The average minimum wage is about $11.50 an hour. Childcare would cost 63% of their income. Ridiculous.
