The Jerusalem Embassy Act was passed in 1995. It was unanimously reaffirmed by the US Senate in 2017, prior to Trump moving the embassy.

I think Biden enabled genocide by sending weapons to a genocidal regime while actively shielding them from accountability at the UN and ICJ. Those are real actions, not hypothetical.
