The structure of the executive branch is power flows from POTUS to Senate-confirmed principal officers (e.g. Cabinet secretaries) to inferior officers created by law (who can be, only if authorized by law, appointed w/o confirmation). This isn't optional. Constitution requires it, no exceptions.
