When we repair democracy, we need systems that don’t *allow* the head of government to do things he hasn’t been legally empowered to do. If a guy like Trump corruptly orders DOJ to extort a mayor or extralegally orders USAID to shut down, everyone should be able to ignore him and keep their jobs.
