Eugenics. The Trump Admin doesn't quite dare stuff cattle cars full of "life unworthy of life," so it will let allow disease and a lack of medical care kill them instead. Once the sick, the old and the infirm are dead, you can create a Master Race of Americans. Seriously. That's all it is.
