If its done in a targeted and deliberate way. Going be huge issues if you're cutting the newly hired PhD on infectious diseases over firing a newly hired publication specialist. Its probably okay for publications to get delayed, people might die if you don't know what disease is spreading.

US marshalls are supposed to do this. They may try and be told to stand down by the President. But that will put them in a constitutional quandary that they could ignore…but the legislative branch should be impeaching him for not following the law by this point. That's why Nixon finally complied.

Right? I heard through a friend at NMFS they're being told to expect 30-50% staff cuts done by rank and yank. It makes no sense. Federal sport and commercial fisheries are worth 400-500 billion to the economy for about 4000 employees on a budget of 1.1 billion. What are they doing?
