It's known to almost everyone at this point most members of Congress from both parties hate Trump's guts. It's not a secret that they are all feckless cowards. That is the frame you should take with this situation and exploit it ruthlessly. Make them cowards in your favor.

Trump just made a civilian the Chairman of the Joint Chiefs of Staff. The Chairman is legally required to be an active-duty military officer. Trump is scared of our officers, knowing full well they will absolutely deny an illegal order!
