This is correct. The only way they get it done tomorrow is unanimous consent. If that happens, every single Senate Dem might as well have voted for it with Schumer.

If I’m thinking thru the senate rules right (by no means certain), I think a single D senator can force the voting that’s starts tomorrow to last into the beginning of next week by refusing unanimous consent. That can slow things down and allow the backlash to expand.
