This is something I ponder as well. It seem to be a matter of control of the resources: philanthropists vs elected representatives. Historically, philanthropists have had ideas about charitable priorities that diverge from those of popularly elected officials.

Technically, "more than 100% effective" is true at any temperature, but misleading, because heat pumps are up to 400% effective at temperatures above freezing. So they are hobbled at low temperatures, unless supported by a ground source of heat at 5-10C or so. This is the way to disillusion buyers.
