Well, adding cheat codes adds complexity and development time, so since they have lost their original purpose developers would only add them if there are enough market value in them. You have only listed reasons why there are no market value in cheat codes.

Of course not, but it means that the developers don’t have the same incentive to implement cheat codes anymore. I’m sure if there are high enough demand for cheat codes some games would have them.

Cheat codes existed because the developers needed ways to test late game mechanics without needing play the game from scratch. With modern development environments that is no longer necessary since you can start your game in what ever state you want.

It varies from country to country. In Sweden where I come from we learn about it early on. Anyway I think we should follow the old maxim “don’t attribute to malice what you can attribute to incompetence.”

I’m talking about balance in the sense that a game can be completely unbeatable or trivial (and that has nothing to do with personal preference, it is a game theoretical fact.)

I agree with most of that except the last. Being able to adjust every little detail of the gameplay difficulty would not only be tedious but it would also make it possible to completely destroy the balance of the game. I rather have a few well tested general modes.
