Functionally it’s not. However if the NDP Party decides to invest in the corridor to speed up service, add trains, and improve reliability, it would be better than the pilot from 2021.

The Region of Waterloo is proposing it, but it’s just a proposal right now, the province hasn’t committed to it yet.

Luckily Woodbine will be a stop on the UP Express! The decision was made a little while ago

This line would have run to Pearson Airport alongside the UP Express Line service, which began service a year after this proposal.
These two services combined would have provided ample connectivity between Pearson Airport and the Rexdale neighbourhood.

OnXpress will be around for a long time; the consortium is responsible for operating and maintaining the GO network up until 2047.
I also believe their payments after GO Expansion construction is completed is based on how many people they get into seats on the trains.

You can see in the first email that the delay reason given to Alstom employees was due to technological refinement issues; which definitely could have been a contributor, however the leadership changes that occurred likely played a larger role in the delay, and should not be ignored.

Whether the delay is technical or political, I couldn’t say.
I personally believe a strong contributor was the massive changes in leadership over the last few months within OnXpress, leading to a situation where they were not prepared to assume responsibilities from Alstom.

This was absolutely not calculated to benefit the Ontario Government in any way, all this has done is delay slated improvements and the restart of operator training until way after new OnXpress takeover date will take place.

Theres nothing wrong with OnXpress being created, OnXpress is all about bringing in international expertise to design, build, manage, operate, and maintain the GO network, as Metrolinx did not have the expertise on hand to do this, you can see what roles these companies have below:

Alstom is not assigning contracts for GO Expansion work, only Metrolinx is able to do that. The part of Alstom that currently operates the network only does just that.
