The general process (because of course there are exceptions) is that DHS has to file a Notice to Appear (a bit like an indictment) in immigration court, alleging that the person is removable for having violated a specific provision of immigration law. ICE bears the burden of proving removability.

UPDATE—Mahmoud's attorney says they do NOT know where he is. They were first told he was sent to an ICE facility in Elizabeth, NJ. But when his 8-month-pregnant wife tried to visit him, she was told he's not there. They've received reports he may be sent as far away as Louisiana.

Maxar & the National Geospatial-Intelligence Agency confirm that Ukrainian confirmed to me by email that access to the satellite platform is suspended. The NGA said the decision, which Maxar is obliged to follow, was made "in accordance with the Administration’s directive on support to Ukraine."

Maxar has cut off satellite imagery access to Ukraine, undoubtedly due to pressure from the U.S. government. This means that not just classified, but commercially available unclassified intelligence products are being cut off. I now fully expect Starlink to be next.
