something that started with signalgate and continues here is that trump clearly does not understand (can't/won't is a different q) that he is actually in charge. like, "tom" (homan) does not get to make that decision, you do, you're the president

He will say the department or agency made the decision. That's exactly what he has done so far.

2. Trump wants "fall guys" to take the blame when things go wrong.
But Trump wants there to be just enough uncertainty about it to make both allies and his opponents hesitate.

He never says directly what he wants done. Instead he says what he’d do if he were so and so. That way if there’s blowback, it all goes on Homan and Trump can say “I didn’t do it.”
Pretending that things are not directly within his control, while opining loudly on his underlings' performance, has been working for him for DECADES.
He's kept power, avoided accountability, and accrued a steady stream of underlings to use and then throw under the bus.
