I think the game allowing characters to wallow in silence and having restraint with comedic relief was absolutely key in E33's characters being so good.

Yeah all those would be good. Make housing a human right and a responsibility of all levels of government to ensure all residents are housed. Provide counseling and supports for those who cannot take care of themselves. All of this should be free for the end user.
