911 in most US states accepts text to 911 now. However they have always been TTY capable without the need for the relay service. Also if you reach out they can add notes such as disabilities so they know if you do have to call.

Oddly for me, 911 calls are slightly less anxiety inducing than others, I think because they're very clinical about it. Direct questions, direct answers, do this, don't do that, etc.

Sadly 911 texting is only available in some places and that's if the carrier supports it. Chicago for example, has a text-to-911 law in place but only some areas have the capability. It definitely should be an option.

It takes some time and equipment/software upgrades to gain the ability to text to 911. I used to work at a police agency and it was one of our priorities to get it available but it took about a year to do it.

Before the invention of the robo call. The mid-2000s is the point where spam calls forced the telephone call to become an obsolete form of communication. If my landline stopped ringing off the hook, I'd still have it.
Pretty sure most people would do that if they could get data but no calling. Then they could use Messenger or Discord for audio. Unfortunately like with cable companies, they make you pay for the stuff you don't care about to get the things you want.
I blame the bombardment of robocallers that attacked us in the mid-2000s. The phone would sometimes ring dozens of times a day from spam calls. If I ever hear a landline ring again it will be too soon. Ultimately, it was the older generation that ruined the phone call as a form of communication.
