I honestly don't think a 13-year old has the amount of moral development necessary to be criminally culpable. If he gets sentenced to anything I hope it's a stable home and therapy.

Same. I find it very hard to fault a 13 year old... Kids at that age are ultra impressionable and confused, and I blame the mother entirely, personally. One day I hope he realizes how lucky he was that he had a grandmother who cared about him enough to intervene before he did something irreversible.

this is why rehabilitation instead of punishment is so important in the justice system, especially dealing with juveniles. With the proper support and environment he could absolutely be helped to become an empathetic and productive person. with the current model in his state i highly doubt it.
