As to why Russia isn't doing anything directly: they also want to stay on good term with Israel.

What's happening is a falling put between branches of fascism. Carlson is a white supremacist, but he was always a protectionist/isolationist one. He hates foreign interventions and he's weirdly consistent about it while still having terrible motives for his opinions.
