Most "rich" people have a tiny amount of cash on hand, which restricts their buying power.

Take Elon Musk. He's "rich", but his net worth is in his businesses. And he is close to getting in trouble with all the Tesla stock he sold to buy Twitter. So... He doesn't have THAT much money practically.

It's pretty easy to be asset rich and cash poor if your assets aren't really producing income and can't be readily used as loan collateral for some reason (for example, b/c you have a history of not paying your bills).
