It didn't in 2016 (because of the Electoral College), and it almost didn't in 2020 (but Trump's machinations might've worked).
The Electoral College can be counter-majoritarian institution, yes, and that’s a challenge to overcome. But hardly impossible, as 2020 shows.
Popular legitimacy, while not enforceable, is important.
