Actually, it's not as daft as it seems. We're blind in the UK on this because of the history of liberalism here, but tech has caused that ship to sail. Tech companies have more information on you than the government, and the gov can just buy that information in an unregulated way.
From there, you get cool stuff like better security for accessing government services, actual immigration statuses that would prevent stuff like the Windrush scandal and better privacy overall.

I hate to say this, but we literally do that already. The government isn't allowed to, but private companies are and do. The history of Equifax is fascinating and well described by Cory Doctorow and was basically "fuck LGBT people". Doing nothing is basically saying you trust Equifax more than gov.
And speaking as a trans Portuguese person in the UK for 13 years, I would not trust the government of TERF island to have my interests at heart when tracking me via "digital" ID and facial recognition, just because.
An ID card system supposes a database of citizens, which by its definition enforces immigration status. If we had gone through the issuing of ID cards, we would have solved the Windrush problem in advance simply by asking who should be issued one is my take on the matter.
But as I noted, that forces valid UK citizens to prove their status in situations - Windrush - where they are unable to because they have no documents for perfectly genuine reasons. You risk alienating a minority to satisfy populists, not to solve a real problem.
And you say "with ID cards, we'd be at least forcing the government to be honest about the information they have on you." But the second does not follow from the first. The government can issue ID cards and still not be honest about their information holdings.
Here's a different take. The start of the period Blair assumed power was at the start of the "information superhighway" / "information society" age in government. Government was absolutely fascinated by the world wide web and wanted to know how to use it...
There are some good reasons for wanting ID cards. Unfortunately, I don't think they will be used for good reasons like ensuring the poor are paid all their benefits, or can vote at all eligible elections or are never houseless. "Papers".
