But what if there's a missing link that has two normal arms and two tiny arms.
Maybe it shed the vestigal normal arms, and the advantages of tiny arms would be significant enough that modern T Rex could have 4, 6, or even 8 tiny arms.

They didn't become chickens, they share a common ancestor. Chickens are now the closest living relatives to dinos but it doesn't mean t-rex evolved into a chicken.

That's a lie. Chickens are actually far more closely related to any maniraptorian dinosaur. Think your dromaeosaurids, therizinosaurids, but not tyrannosaurids.

Carnotaurus had no external arms, just vestigial bones inside its body. I think without the meteor Earth could have seen unprecedented innovation in just how many arms it was possible to not have.
You need legs to catch prey.....but not arms if your mouth is big enough. It happened to whales and marine reptiles though.....so I guess anything is possible with enough stress.....like hole dwellers can turn into humans.

You're missing the fact that it had two regular sized legs, then two giant sized legs. We can project that, if the asteroid hadn't hit, T-Rex woulda grown a donk.
