Answering my own question: only Congress has the power to kill the penny. The bill to do so should have 100s of co-sponsors and bipartisan support.

Here in Canada it’s just understood that everything gets rounded to the nickel.1 or 2 round down, 3 or 4 round up. Works just fine, we haven’t had pennies for 12 years now.
Trump has no understanding of the effect of rounding up on purchases without pennies, an effect that will cause folks who pay with cash, mainly the poor, to pay more. Nor does he care about the effect.

I'm not opposed there's a few countries that stop doing it, Canada included. It all honesty we are beyond the penny. Retailers will either round up or down it'll end up being a wash.
Honestly, that’s fine — Canada did away with pennies years ago and the world didn’t end — next get rid paper singles and print the paper money on something that lasts longer than 6 years and is harder to counterfeit (The Canadian Loonie and the Toonie last 2 decades - way more fiscally responsible)

How often do people use dollar bills and coins? Increasingly that's going to cards/apps. The laundrymats are now using a card/app. The valet/wait staff may be tipped in cash. Sometimes it goes on a cc/debit card. When I get my hair done, I add it to the cc total.
Maybe. But I think businesses like those pennies, because they can charge $2.99 instead of $3.00, which psychologically seems much cheaper. And if there were no more pennies, they'd have to charge $2.95 for that effect. And those extra 4¢ on every item ADD UP!
Taxes? If you pay with a card, then it can be penny precise. Last I buy more than one thing most times, it's going to be less impact across more items. As long as companies are clear about the round up/down policy, I don't mind.
I'm not real clear on what you're saying here (taxes?!)...but they wouldn't round up your TOTAL...it's item by item. They have to price each item so it CAN be purchased separately— with cash.
It rounds up AND down accordingly. It all works out. And that's only for cash payments. Electronic payments are to the penny as usual. We got rid of pennies in Canada and it's fine.

Can't read because of paywall. That being said, there's been a debate about no longer minting pennies for a while. So this is 1 of the least controversial things he's done.
I have thought so for a time. And I feel so dirty now that he wants to do so. I had to bathe, walk through fire, and I am currently wearing indefinitely a hair-shirt and bashing myself over the head with a heavy log, in penance.
Do I see this right? Not $9.99 anymore but $10 instead. There are 335 million Americans, most of whom will buy something every single day. Who gets all the extra pennies?? Round up? Or round down? Which path do you think companies will choose?

Because all the presidents before him realized it would be extraordinarily wasteful to spend 15-20 MILLION of our taxpayer dollars to go in person.
