I’m screenshotting because this isn’t to dunk on the post, but just an observation that this is precisely what network TV offers (and good deal more than 30% is crap)

None of these “outside consultant” shows acknowledge that the premise is: Police are incompetent

Unless you mean their original shows like Tower of God.
By the time Boomers took full control, around the 1990's, that dropped to 22 episodes of 46 minutes. Now, most shows barely are longer than 35 minutes, with 25 mins of commercials.
But as with anything, there are terrific shows and shows that are terrible and then mediocre offerings in the middle
But among dramas, for the most part it’s cop shows and hospital shows. No family dramas at the moment. No nightime soaps. One legal drama in Matlock
But more genre variety (especially on the drama side) is much needed!
I don’t think a show like Law & Order: SVU would have survived for a quarter century if it only appealed to one demo
But network TV still exists! A lot of these shows have more viewers than the vast majority of streaming series. And they provide better pay/job stability for those working on them!
Those shows used to exist and were popular!
Even something like Hart to Hart or The A-Team ... you can have a case-of-the-week format without having to situate it in the realm of cop shows!
Another genre that has all but vanished from the small screen is the Western. Maybe I'm showing my age, but I wouldn't mind seeing a few of those either.
(I need to go back and rewatch it so maybe I'll change my mind and say it doesn't hold up lol)
And they definitely felt it, too, the final 2020-21 season is *so* awkward because they really couldn't reconcile policing with silly hijinks

So folks who don’t watch broadcast TV go to the streamer & find high-quality big budget broadcast shows w/3 or 4 seasons which is like a goldmine of DOZEN seasons for folks used to streaming.
They produce them because you're right, they are formulaic (and that can be appealing; you know what you're going to get) but also because people watch them. I'm willing to believe people would watch other genres too!
I think people do like background viewing. But they don’t want an entire TV diet of it! I suspect what audiences want is variety
I think just generally it’s rare for a show to knock every episode out of the park for the simple reason that it’s hard to make good art. Sometimes the writers wiff!
I personally get frustrated with “filler episode” critiques bc it assumes all shows should be serialized!
I mention those two shows because they’re fairly recent!

There doesn't seem to be a consistent pattern at the moment with so much disruption and shrinking budgets in the industry overall
But that maybe WWE's audience isn't looking for their content on network TV (or have access to network TV if they cut the cord/only subscribe to streamers)?
I think for some viewers those cirques come across as a bummer because those shows provide certain pleasures that aren’t even about the subject matter (they are episodic rather than serialized shows and each episode has a satisfying resolution)
One season of any show should not be longer than 10 episodes, ever... 6-8 episodes is optimal.
It's why I stopped watching dragonball super.
at some point I look at my watch that doesn't exist and go "you know I like sometimes to have slice of life but. I got places to be. Are you going to fight or what?"
