You are talking, at least in most current democracies, not about "leaders", even less about "statesmen", but about "staff" who were able to grow in the boucracies of their political structures/parties. Do not forget that "the nail that sticks out gets hammered down". Being dull is a virtue for them.

I dont know about the who, but i can take a stab at the why. I think it's because Merkel was the epitome of a safe pair of hands, and the Germans know the value of that.
