It is far more confusing than I think they intended.

I have seen quite a bit of that descriptor for concerns infamy schools. Assessment still has a lot to be explored even when there is much that is working. Assessment in foundation subjects in primary are especially tricky. It all links to subj knowledge too, but lots of moving parts to application

I completely agree. This iteration of the framework is also more intensive than the current one. It is impossible for an inspection to cover it. Worse, it is still a "done to" rather than a "done with" model. Staff mental health will continue to be damaged. The retention crisis will continue.

Some of it is that lots of stuff has been mushed together - part of it's about leadership - CPD and knowing the quality of teaching, and other parts are about teaching itself. I had previously criticised ofsted decoupling teaching and curriculum. However this seems to be focused on developing teaching rather than the 'current' quality of teaching. Would need to see further detail but I am not opposed to that change.

Have you looked at the content of what they are trying to assess in that strand? It's a lot more than how far leaders enable teachers to develop their practice, which is what 'developing teaching' would imply.

Oh, this is so telling. The level of focus on monitoring and milestones rather than the nature of what is being developed.

I was mildly hoping this might help ensure teachers got better age phase and subject training, congruent with their needs… seems unlikely

I don’t like the left to right low to high. As a reader that’s where I start to read and it’s a negative start - I know maybe odd to flip it but psychologically feels better.
