the nfl should adopt a rollover guys rule that lets you put fewer than 11 guys on the field for any given snap and save those allotted guys for a future play of your choosing. so you could take a knee with 4 guys on first through third downs and then run a 32-guy offense on fourth down

You can only defer a maximum of two players per play and you can only redeem a maximum of four players at a time.
Also, you lose three yards for each player you defer and two yards for each player you redeem.
1st half: 10 players
2nd half: 16
I would rather a hockey style penalty box: play a man down for 4 snaps or 1 minute.
if you go an entire drive with 10 players on defense, your next offensive drive is allowed 12 players
I also think punters should have an attack meter that charges up over the course of a game
just add one ball to the field every 10 minutes. if the score is still tied at the end of those 10 minutes, another ball, etc etc
Games that got down to a 1v1, goalie-v-goalie match would be intense, but it wouldn't often get to that point.
1st-3rd downs: 1v1
4th down: 41v41
