Because if there's a sweater involved, I'm presuming it's cold. If it's cold, I want insulation and that means I'm probably tucking the shirt in, and that's easier if I put that on before the jeans and then put the sweater on over that.
When going out, though:
- Underwear
- Pants (but not jeans, I don't wear jeans)
- Shirt
I usually don't wear socks because I typically wear sandals year-round. I also don't usually wear a sweater, but I'll wear a light jacket when going out.
Move to the bedroom, put on a shirt.
Move to the computer chair, so I can put on socks.
I guess sweater/hoodie after that, if I need to wear one.

4. hang out for a bit until feet are 100% dry

6. sweater (this can happen before step 4, if I need to hang out in chilly conditions)
I'm surprised how many people put shirt on before pants.

i start with the pants. then socks. then tie the sweater around my waist and take the shirt to go.

every item precedes an item that goes above it (i don't tuck my shirt so it goes "over" jeans), and then socks are last so that I can sit down to put them on

I mean, underwear before jeans obviously but otherwise my answer is just "different every time"

Underwear is just obviously first then t-shirt is easily next, followed by sitting down for socks and part way with the jeans before standing up to pull the jeans up.

My wife makes the reasonable argument that she does socks before jeans only because her jeans are tight and makes putting socks on harder.
If you put the socks on first, the pants slide on over the socks.
If you put pants on first, you have to hike up the legs to get the socks on, and then they get all bunchy when you pull the legs back down.
Yes I am extremely neurotypical, why do you ask?

if you put on your gloves first you get a seal around your wrists to keep out the cold, if you put on gloves after jackets the gloves push the jacket up and make a gap.

I am assuming you are trying to calibrate when folks put socks on because everything else seems solved sequentially.
I’ve always gone for completing the ‘inner layer’ first, personally!

I'm fairly confident this is the objectivelly correct order, doing a first core layer and then the second layer on top of it.
After I get out, I put on deodorant and some lotion
Then order is: Underwear, socks, jeans, shirt, sweater/overshirt
