Employees shouldn't have to respond to emails coming from OPM because (1) not all fed employees work for the agency, (2) it's outside of chain of command, (3) it's outside of OPM's authority, and (4) it is unknown who responses are even going to. It's fine if your mgr is asking this of you, not OPM.
