The real problem is, that computers *do* "too many transactions too quickly", when talking about electronic voting. It allows automation of the fraud. Paper ballot fraud does not scale well, but changing one e-vote is as easy as many.
In banking you can, you have to, track all transactions. Who pays, how much and to whom. Everything must be reversible. In elections you shouldn't track, you are not allowed to track, how one has voted. But you still have to get the counts right.
All else he's extraordinarily dumb. Musk can tell him anything.
