It does not appear that this speech butts up against a deadline which would end the Senate’s session with business left undone. That is a thing a Senator could do (and could have done for any of the monstrous cabinet appointments?). This appears to be hogging the floor for an allowed period.

Yes, @hunterw.bsky.social was kind enough to clarify that as were several other people. The other Senators can speak for as long as they want as long as they ask a question at the end and Booker has stated he retains the floor when letting them ask the question. TY
