That didn't make much sense on its own. What I mean is (using the example used by the OP) that you can't call the fire department showing up 'social democracy'. Publicly owned fire brigades, funded by taxes, is a socialist policy.

Socialism simply means workers own the "capital", or means of production. In our capitalist society, all these government agencies are primarily aimed at protecting capital, or the interests of those who own it.
I'm a Brit, so I don't know the ins-and-outs of US government funding. But I'd take a guess that the departments getting the highest funding on that list, are the ones helping maintain oligarchic control. Any providing social benefits will be at the bottom of the list.
Our fire departments are funded by our property taxes, run by the town or city. Our firefighters are mostly volunteers unless population and business needs can financially support full or part time firefighters. Local donations are used for Ff equipment, gear and vehicles.
