HOAs can suck but I’d prefer my building not burn down because some idiot has a $100k tin can that has a tendency to catch on fire. Dude can find a public charging station nearby. I’m sure there are plenty. And if he runs out of battery, that’s his own fault just like someone who runs out of gas.
We had a jackass at my condo that did the same thing, and threatened to sue us when we told him to stop stealing electricity. Then he wanted us to pay for a proper charger. These Tesla cultists are a different breed…
in this one case, the HOA has a very valid point. They are a fire hazard, course plugged in or not they tend to self immolate so its not really charging that's the problem.

They are neighborhood-specific and charge monthly fees for neighborhood upkeep (landscaping, seasonal decor, neighborhood pool, etc). They also enforce standards for homes/yards/etc so everything “matches.” I don’t live in a neighborhood so I don’t have to deal with an HOA, thankfully.
In Australia, the equivalent is strata, but they mostly only exist for apartment buildings/units and townhouses, and the occasional secured housing estate. There's also rules here about what they can and cannot do, like they're not allowed to issue fines without talking to you first.
I 100% get the reason for strata when there's communal spaces and structures to take care of, but there has to be limits on what they can put in their by-laws. Like, in my area, strata cannot refuse pets unless they unreasonably interfere with another residents use of their own or communal property.
HOAs were historically used to keep racial minorities out of affluent white neighborhoods. Nowadays, they just force homogeneity of class and culture within a community by prohibiting residents from personalizing their homes. They don’t have much power but they’ll annoy the crap out of you!
FWIW truck owner was likely plugging his charger into a regular outlet in a common area, which is not only a fire hazard but also scamming the HOA to pay for your charging. No HOA is going to accept either of those things from any EV owner.
Charging from empty to full once a week at those rates is $1040 per year that the tesla user could afford to pay for himself (dude's going to partial charge every night because there's fewer than 100 hours in a day, but for the sake of easy maths, assume one full charge per week)
I'm not gonna assume the mans smart enough to realize he needs full charges for battery health. But he may have give the hoa prior reason to believe hes gonna start an accident of some sort. Either with the car or from daisy chains.
Why should anyone pay for someone else to use their electricity, even if it seems (at first glance) to be cheap? It's not actually cheap to keep a cybertruck charged for a year.
He is using the neighborhood electric, not his own. I charge my ev on a clean 20 amp, 110volt outlet. I know it takes very little to charge it. However, I use my own power to charge. I don't make my neighbors contribute. He can run a power cord from his house.
