Federal goverment employees manage benefits that are 10x of their salary. Labor is not what taxes pay for. Legislation is what funds and defunds government benefits with some overhead to manage them. This is totally upside down thinking.

That always seemed like the obvious end result. Slashing the government workforce while things still have to be done means contractors will pick up the slack. At higher cost since that adds extra layers of bureaucracy plus corporate profit.
