I think the wrong questions r being asked about the proposed tariffs. The real question Is how little will he accept from Mexico , Canada and China in order to be able to say the threat of tariffs worked ?

It's not quite so simple with Canada supplying heavy crude to America. America only produces light crude (gasoline, kerosene type crude) which is for light vehicles. Heavy crude from Canada is where diesel etc comes from and is needed for heavy transport like trucks and trains.
A tariff on Canadian goods is a tax on this ESSENTIAL import. The follow-on effect is going to be felt at the grocery stores because retailers won't absorb the cost of transport. Package delivery will be more expensive, fuel prices will go up because of the cost of transporting it,
all those MAGA bois with their big pick-ups and confederate flags will find it more expensive at the pump to fill up (but they can suck it), anything that uses diesel will cost more.

Export tariffs can be exciting when dealing with an orange turd. 60% of all oil imports into the USA come from Canada. If Canada adds a 25% export tariff now in the cold months, on top of Trumps 25% tariff; gas will be a crazy price at the pumps. Not that will actually happen.
The reality would be the business will set up a separate business in say India, ship the mats to India and sell from there. Bypassing the 400% tariff on Chinese mats.
