I wouldn't think so. The dumplings are boiled in the broth; they don't serve as a top crust. Cobbler has a top crust made (usually) of biscuit dough, but it's baked.

Depends on the dumpling type. Some use strips of dough as dumplings which boil in the stew. Others, like myself use a spoon to drop round dough which floats and steams on the stovetop, but can also be baked.
